World Assoc.for Children & Parents - WACAP has a Waiting Child Revolving Loan Fund for waiting children with special needs.

A Child Waits Foundation  - This nonprofit charitable foundation works to reduce the number of children not adopted from Int'l Orphanages because parents lack the savings to pay for adoption.  Eligibility to receive a loan is based on financial need and is judged individually.

National Adoption Foundation Loan Program - NAFA offers an unsecured loan for parents and and adoption credit card that features an intro rate of 0% for 6 months.
